As MAP-21 Takes Effect, Road Builders Vie for TIFIA Funds
It's October 1, the start of the federal government's fiscal year 2013, and the first official day of the MAP-21 transportation law. The law was signed July 6 but got a three-month grace period to let U.S. DOT set guidance and give states a little time to get ready for the new requirements -- things like setting up grant programs to distribute bike/ped funding to local communities (though they can also just squander that money).

Liberate Yourself From Costly Highway Expansion, State DOT! Here’s How.
"Innovative" might not be the first word you think of when you think of state DOTs. But Smart Growth America and the State Smart Transportation Initiative are out to change that. The two groups have published a menu of options for states looking to get out of the cash-for-highways rut. "The Innovative DOT: A Handbook of Policy and Practice" outlines myriad ways states can save money and create better transportation options for their residents. If states take note, we could see a lot more innovation coming out of some unlikely places.

Brookings: Revive State Infrastructure Banks to Stretch Transpo Dollars
In these days of stagnant gas taxes, state and local governments are scrambling for new ways to finance infrastructure. Rahm Emanuel has his $7 billion Chicago Infrastructure Trust, and Antonio Villaraigosa has his America Fast Forward. Even John Kasich in Ohio is trying to sell advertising at rest stops to shore up ODOT.

How Highway Spending Could Become as Transparent as Bike/Ped Spending
“There’s an inverse proportion of the size of a transportation program to the amount of transparency,” says Deron Lovaas of the Natural Resources Defense Council. While anyone can easily find in granular detail anything they would ever want to know about where bike/ped money goes, and they can get a pretty good idea of what's going on with transit capital investments, highway spending is a black box -- and that's 80 percent of U.S. transportation dollars.

FHWA Offers a Guide for American Cities and Towns Considering Bike-Share
The Federal Highway Administration has come out with a handy report [PDF] for communities thinking about getting into the bike-sharing game. Based on a study of 12 planned and existing bike-sharing systems from around the U.S., the report is intended to help explain the basics of bike-share and guide cities through the choices they'll face when launching a system. While the specific advice isn't exactly groundbreaking, the mere fact that the FHWA has produced the guide indicates that bike-sharing is becoming increasingly common in America.

Congress has done its job, such as it is, and passed a transportation bill. Now it's handed off the policymaking to U.S. DOT, which must issue a raft of rules, definitions, and guidance to accompany the new law, known as MAP-21.
