Bill de Blasio has appointed U.S. DOT Under Secretary for Policy Polly Trottenberg to lead the New York City Department of Transportation. Trottenberg is a veteran federal policy maker, whose resume includes stints working for New York Senator Daniel Patrick Moynihan on the 1998 federal transportation bill and for Senator Chuck Schumer.

The Federal Highway Administration is seeking to impose a new layer of bureaucratic review on New York City bike projects, which could significantly delay the implementation of street redesigns that have proven to reduce traffic injuries and deaths.

Earlier this month, NYC DOT put out a major new report, Making Safer Streets [PDF], that collects before-and-after data from dozens of street redesigns and distills five key principles to reduce traffic injuries. The excitement of election week overshadowed the release, but this is an important document that livable streets supporters will want to bookmark. It's an accessible guide to how DOT approaches the task of re-engineering streets for greater safety.

Usually when we hear news from a Streetsblog Network member about the Missouri Department of Transportation, it's because the agency is blocking ideas like a complete streets bill or a highway-to-boulevard conversion in downtown St. Louis. The advocates at BikeWalkKC report that now the agency is feeling some grassroots resistance to its cars-first approach:

Since the 1970s, the Netherlands and the United States have taken different paths when it comes to engineering streets. While the Dutch tackled traffic deaths and injuries by designing local streets where walking and biking are safe, convenient ways to get around, the prevalent approach in America was to apply highway design principles to local streets -- wider and straighter was thought to be safer. The superiority of the Dutch approach turned out to be dramatic: In 1975, the traffic death rate in the Netherlands was 20 percent higher than in America, but by 2008 it was 60 percent lower. About 22,000 fewer people would die on U.S. streets each year if the nation had achieved safety outcomes comparable to the Dutch, according to Gary Toth at Project for Public Spaces.
